This study examines Web3 governance models and their gradual adoption by conventional technology companies, with a focus on comparative operational dynamics and regulatory friction. Employing a mixed-methods design spanning 62 organisations across four continents over a 24-month observation period, the research measures the policy implementation speed of voting-based decentralized autonomous organisation (DAO) governance structures against traditional top-down executive decision-making. Findings reveal that DAO mechanisms outperform executive hierarchies in only two of seven policy domains — protocol upgrades and fee structure changes — while exhibiting significantly longer implementation cycles for personnel decisions, compliance responses, and strategic pivots (grand mean: 21.4 days for DAOs vs. 12.5 days for traditional governance). Simultaneously, DAOs demonstrate substantially superior stakeholder inclusion and transparency scores. Legal and regulatory compliance analysis across five domains — securities law, tax compliance, AML/KYC, data privacy, and labour regulation — reveals compliance gaps of 17–72 percentage points between traditional and DAO structures, with labour regulation presenting the most acute deficiency. Structural equation modelling indicates that hybrid governance models — incorporating community ratification of strategic decisions within traditional executive infrastructure — achieve the most favourable balance of implementation speed, compliance readiness, and stakeholder satisfaction
